Mission and vision

The UNDP’s mandate is to eradicate poverty and promote democratic governance, the rule of law, and inclusive organizations. We promote change and connect countries to knowledge, experience, and resources to assist people in building a better life.

The UN Charter

The United Nations Charter was signed in San Francisco on June 26, 1945, at the conclusion of the United Nations Conference on International Organization, and entered into force on October 24, 1945. Its goals and principles are to maintain international peace and security, to foster friendly relations between nations based on equal rights and self-determination, and to achieve international cooperation in addressing economic, social, cultural, and humanitarian challenges without regard to race, gender, language, or religion.

History

The United Nations Development Programme (UNDP) was established on November 22, 1965, following the merger of the Expanded Programme of Technical Assistance (EPTA) and the Special Fund in 1958. The reasoning behind the decision was to “avoid duplication of [their] activities.” The EPTA was established in 1949 to assist underdeveloped countries with economic and political issues, whereas the Special Fund was established to broaden the scope of UN technical assistance. The Special Fund arose from the concept of a Special United Nations Fund for Economic Development (SUNFED) (originally known as the United Nations Fund for Economic Development) (UNFED).

The fund, however, was opposed by developed countries, particularly the United States, which was concerned about the Third World dominating such funding and preferred it to be under the auspices of the World Bank. The Special Fund replaced the concept of SURFED. This Special Fund was a compromise over the SUNFED concept in that it did not provide investment capital but instead aided in the creation of pre-conditions for private investment.

With the United States proposing and establishing the International Development Association under the auspices of the World Bank, the EPTA and the Special Fund appeared to be doing similar work. The United Nations Economic and Social Council requested that the Secretary-General consider the benefits and drawbacks of merging UN technical assistance programs in 1962, and the EPTA and the Special Fund merged to form the UNDP in 1966.
